[Standing before the coral with a hand perched on her hip and a megaphone in the other, Shelly, still damp but drier from her sodden arrival, begins her announcement in a firm, less-than-pleased tone as the fairy beside her flutters about quietly.]
Attention [ -- the rest is drowned out by a high-pitched screech as the megaphone adjusts -- ] !
What you have committed is a severely punishable offense that will not go unheard by the Republic's Senate. However, before you respond to the matter of your crime, I demand an explanation.
[She lowers the megaphone, waiting.]

[He spins about and instantly- well. You know that megaphone? It's no longer in her hand but instead in his.]
That's pretty disturbing to the peace. Not to mention completely stupid considering that Vatheon doesn't have anyone who's about to answer you.
[Throws the megaphone over shoulder and hops away, continuing along with his pleasant walk.]

That was fast. Shelly gives him a look as her hand twitches at the loss, then retorts:]

[Not the question, oh, no, but he responded to the ruckus she was causing.]

[He's stopped by now and is staring over his shoulder at her. Hm. He turns around and looks up at the woman.
Wet. Angry. Must be a new arrival.]

[He shrugs but then gestures around.]
But it's not. And you were the one screeching through a megaphone so I think you owe me your name first.

[So he's got a mouth on him. She can like that.]

[He bows slightly in recognition, a hint at his manners.]
And as much as I admire your demand for knowledge, how about you approach this in a more rational way and assume nothing? Now, since you know nothing, what's the first thing you should do? Ask questions. Luckily for you, I have nothing to do and I'm kind of an informant. I'll answer whatever you've got- free of charge.

[Blunt. He points to the black fairy hovering lazily behind his own shoulder.]
Everyone who arrives in Vatheon has one. You get used to it after a while. They don't go away and you can't touch them. They don't really do anything. They don't talk. They don't seem to have any cool magical powers to help you with. That's really the least of your concerns- if you ask me.

[Despite the apparent criticism -- this man is just full of snippiness, isn't he? -- she maintains her smile.] What do you say is the biggest concern of mine?

[He doesn't mind this woman so much. She seems relatively authoritative more so than a bitch and that's pretty refreshing. Besides, he can respect anyone who tries to take control of a new situation.]
Biggest concern? Hmmmm, hmmm. That depends really on what concerns you. Occasionally the city has monsters that come in to attack residents. Can get pret-ty dangerous if you don't know how to fight too well. Then there's the curses once a month. Those can really impact you although they seem sometimes more like pranks than anything serious. Like one time everyone switched powers which could've been dangerous but ah- it wasn't. And yes- there are people here with powers. Weird animals.
Basically anyone from any world in the known universe is gathered here. We don't know why. Ah, and you have to touch the coral every now and then or else you might die~. Not really, but you'll feel bad. Oh! In speaking of dying- you can't. Not here anyway. You'll come back a week later or something like that...Nnn. Everything is free by the way.
I think that about covers all you need to know. [He looks thoughtful, for a moment, but then nods. Yeah, that sounds good. He hadn't intended on helping the woman too much but she is interesting.]

[Which isn't a bad thing, despite the load, but a good thing when she can familiarize herself with the surroundings that much more quickly. Although most of what he's told her is unbelievable, who is she to doubt? An open mind, that's what she needs to keep.
She straightens.]

[He puts the communicator back away and then smirks at her.]
My pleasure, Shelly~. You seem like a delightful woman. I can only hope we run into each other again. Oh and be careful~, hm? Some people here are pretty dangerous. I wouldn't even really consider them people.
[And he's walking along again, feeling like his job is done.]

[And once that's done with, she fishes out the SFC from her pocket and does her darn-est best to work the thing while ignoring that persistent fairy flying around her form. It takes a moment, but she manages to pull up the list Izaya had mentioned. She doesn't recognize a single name.
She promptly puts the communicator away.]
I'll just have to try different approaches.
[And she, too, is off.]
