Who: Saber and anyone who approaches or calls her.

There's a knight in blue and silver standing on the beach.
Having only awoken a few hours earlier, the King of Knights is still holding the Welcome Brochure, blue tunic, and Starfish Communicator in her armored hands. Saber has read through the letter twice; once was the initial reading, and twice was verifying what she was reading. Many questions are there, but that seems typical of this situation from how the brochure is written.
This entire situation does seems quite surreal, but Saber does not doubt what the Welcome Brochure says. She's not near cynical enough for that.
With the initial information having been absorbed, Saber is more concerned with something that's more personal. For her to be here, there would have had to been a summoning. Saber felt no contract with any Master, however, there is a slight presence in the place of where she would feel her Master. The only explanation she can piece together is that it is this deity, Lamufao..
Having broken her contract with the Grail, Saber was not expecting to have ever been summoned again. She feels neither delighted nor disappointed with the situation. Unlike when being summoned by the Grail, Saber currently knows no immediate purpose or duty she must fulfill.
Compared to being summoned by the Holy Grail for a miraculous War, this could be considered a step down. For now, though, the knight holds out her SFC and begins to examine it carefully. The blue tunic and letter are held under her one arm.
The Communicator is accidentally set to broadcast, showing the knight's face looking down towards the device for a few seconds, and then it cuts off.
Ah, is that what this is? A type of phone..
That would make sense with the mention of a "network." There's more playing with the device as Saber speculates as to why she is on the Island rather than this underwater city. Maybe she has to take the mentioned elevator down? Her thoughts fade off as she continues to experiment with the SFC.

"Ah, let's see..." Cielo makes a big show of trying to think even though he already knows the answer. He frowns and scrunches his face, crosses his arms and taps his foot before snapping. "The answer is one year and three months."
He had first shown up at the end of January the previous year, soaking wet and mildly hostile towards anyone who ventured too close to his leader, who had arrived with him. But as he got to know Vatheon and its residents, he eased up, showing his personality of a friendly and sociable person.
"There was a period when I left though. Wasn't long, just a couple days."

"How did.. you leave for two days? Where were you able to go?"
Hearing the questions leave her mouth, the knight realizes she may be asking too much information from this gentleman she just met, but he does seem to be alright with offering it. She'll be sure to thank him.

"I dunno, sis. I closed my eyes for a quick nap and then I was back where I come from."
Which isn't entirely true. But he wasn't going to try to explain something he didn't fully understand himself.
"It was like I never left and I didn't remember being here during that time. And then things happened there and the coral pulled me back. Crashed into a fountain in the plaza."

Saber doesn't even know how to respond to that.
"Regardless, thank you.. for volunteering your information and time. Hopefully, I will be working with you on the Defense Force soon."
It's pleasant that those she has met so far are so understanding, but there's hardly any reason not to be when you have been in the same situation yourself. Saber will make sure she returns the favor to newcomers in the future. Speaking of returning favors..
"Let me know if you ever need assistance, and I will do my best to help you."
Perhaps Cielo didn't offer that much to her, but Saber was thankful for any help given.

"It's natural to help someone if you can, ja?"
Cielo doesn't know if he would take Saber up on an offer for assistance. He doesn't want to bring her any trouble. But if an occasion came up where he'd really need help, he wouldn't hesitate to ask.
"Most of the people here are also really nice. I bet they'd help you too."

"I am fortunate I have come to a place where people are more likely to help than harm you."
That wasn't the norm for Saber. Clasping her hands together in her lap, she nods once in positive confirmation to Cielo.
To think, though, that she may be here for as long as a year..
"If you'll excuse me, I need to work on submitting my information for the Defense Force. And I should go find these shelters I was directed to."
That was supposed to have been a while ago, was it not? It mattered little to Saber, though. It was rare she enjoyed conversation and she had certainly enjoyed this talk she had with Cielo.
