Who: Saber and anyone who approaches or calls her.

There's a knight in blue and silver standing on the beach.
Having only awoken a few hours earlier, the King of Knights is still holding the Welcome Brochure, blue tunic, and Starfish Communicator in her armored hands. Saber has read through the letter twice; once was the initial reading, and twice was verifying what she was reading. Many questions are there, but that seems typical of this situation from how the brochure is written.
This entire situation does seems quite surreal, but Saber does not doubt what the Welcome Brochure says. She's not near cynical enough for that.
With the initial information having been absorbed, Saber is more concerned with something that's more personal. For her to be here, there would have had to been a summoning. Saber felt no contract with any Master, however, there is a slight presence in the place of where she would feel her Master. The only explanation she can piece together is that it is this deity, Lamufao..
Having broken her contract with the Grail, Saber was not expecting to have ever been summoned again. She feels neither delighted nor disappointed with the situation. Unlike when being summoned by the Grail, Saber currently knows no immediate purpose or duty she must fulfill.
Compared to being summoned by the Holy Grail for a miraculous War, this could be considered a step down. For now, though, the knight holds out her SFC and begins to examine it carefully. The blue tunic and letter are held under her one arm.
The Communicator is accidentally set to broadcast, showing the knight's face looking down towards the device for a few seconds, and then it cuts off.
Ah, is that what this is? A type of phone..
That would make sense with the mention of a "network." There's more playing with the device as Saber speculates as to why she is on the Island rather than this underwater city. Maybe she has to take the mentioned elevator down? Her thoughts fade off as she continues to experiment with the SFC.

Suspicious not so much of the stranger as of how she's there, he decides to approach. Questioning her might not get him much of anything, but he's been having trouble finding an outlet to plug in his gaming consoles, so he's got some time to kill.

"Do you know why I am on this island? Is the underwater city not more important?"
From how the Welcome Brochure approached the subject, no one knew why they were there, so she felt it useless to question this boy about it. It did not mention much about this island, however. The main subject was obviously the city, which was why it bothered Saber that she was not there already.

"I don't know if I'd call it important when it's half-flooded by now. Damn barrier's got a crack in it." The demon looks her over, circling to the side.
"It's a good question why you're here instead of drowning to death. You remember anything about the trip?"

Saber hadn't thought of that. It seemed irrelevant before, how these items had been on her person. The knight's thoughts shift from wherever these items to what the lad spoke of. The city was flooded.
"..I see," Saber offers uselessly in retort to the flooded city, and then shakes her head. Even in such odd times, one should not forget their manners. "Forgive me. I am called Saber. May I have your name..?"

At her introduction, he straightens up (as if that's really going to make him seem any taller) and folds his arms. "It's Laharl, Overlord of the Netherworld."

[ Awkward with small talk, Saber at least wanted to extend her wishes of well-being. He had called that name rather hopefully, and there was no reason to be entirely indifferent about the situation. Anyone could relate to wanting to see a friend again. ]

He nods to her, politely, as he approaches. He hasn't seen her around before -- and since she looks like a soldier, he would have noticed -- but he can't be sure if she'd rather be left alone to process what's happened, or to have someone available to answer questions. He can always leave her be if it's the former.

By this time, Saber had put more of the pieces of the puzzle together.. at least, from what she had been told or read.
"I understand that the city is being flooded, so all have evacuated from it. Where do we stay in the meantime..?"

He gave a grimly determined nod. "If this isn't resolved in the near future, then we'll likely have to find a way to grow food up here. It shouldn't be that difficult of a matter, since surely some people's magic will work to help that along. And if nothing else, we have a lot of ration bars."

Really, she should at least know the name of the man before she bombards him with questions. Saber would do what she could to repay him for the help, but it was rude to not introduce yourself regardless.

It was his pleasure to help new people, so they could be settled sooner rather than later, and didn't spend as long being confused. The current situation made that more difficult, but he would still do his best.

A crab scuttles towards him, stops, then snaps a claw at him, but Cielo is in no mood to entertain it and shoos it away. As he does, he notices the knight on the beach and stops.
Oh.
She's like something out of a fairy tale. A knight. Or a princess. Or a knight-princess. Nobody ever said that princesses couldn't be knights. (If someone did, he's unaware of it.)
He's content to just watch for a while, but eventually he makes his way forward and looks over the knight/princess/knight-princess' shoulder to see what she's doing.
Finally, he says, "You should try pushing that button there."

Now lowering her hand (and the SFC with it), Saber turns to the man who approached her. The knight has to step back once since he was looking over her shoulder, but she doesn't mind. Her hand moves to her chest and she lowers her head and shoulders in a polite and welcoming motion.
"I'm called Saber. You are..?"
No, the knight was not hesitant to jump to introductions. Due to her moral code, she often felt uncomfortable not knowing those she spoke with and found no reason for being in the dark about names.
he can't help it he thinks she's pretty
"You're welcome," he replies. "I'm Cielo, Embryon scout and member of the Defense Force." Had Saber not introduced herself first, he would have gone ahead and done so himself. He takes a lot of pride in his positions at the Defense Force and especially his Tribe, so it is only natural he includes them as well. "Welcome to Vatheon. Or...the island above it would be a more accurate thing to say, ja?"

The knight glances towards the beach once, and then back towards Cielo. Something about this man makes her feel like she can speak to him comfortably. She nods once before continuing to talk.
"It is.. odd to wake up with a brochure that tells you about an underwater city, only to learn the underwater city is currently flooded and not safe."
Truth be told, it was nearly a let down.

Maybe it's that she's probably going to run into someone. She's not someone to be to herself, after all. And with the whole barrier thing happening, the chances that someone else is around is likely... but she never expected the familiar sight at all.
Is it really her? It's not that unlikely to think that it's just someone from another universe. And even if it is her, would she be a welcome sight at all? The blonde Servant did, after all, have her own reservations about the silver-haired girl.
But... there's no War right now, right? And... it's been a long time since someone from their universe showed up here.
So the red-eyed homunculus hazards a call, which comes out more surprised than anything:

"Ilya," she returned, the tone neither welcoming nor indifferent. Saber's memories returned to the fight in the graveyard, where Ilya took mercy upon Rin thanks to Archer and then Ilya took her leave. That was the last Saber had seen Ilya. As soon as those memories faded, Saber is unable to help but remember watching the young girl play with Kiritsugu. They were wading outside in the snow to pick walnut buds, while Irisviel stood near Saber and the two spoke of what type of person Kiritsugu was..
There's no murderous intent coming from the King of Knights as she turns to face the homunculi, as would be standard for a Servant who feels threatened or is preparing to attack.
..But, there's certainly no warmth coming from Saber.

"You remember me? Good." It's hard to carry the same kind of light attitude when she's facing someone who can easily kill her then and there. Still, Ilya gives a smile and moves a little closer, hoping that the Saber in front of her now is still that chivalrous one.

The knight had no idea what kind of relationship she would have had with Ilya in her "time".
Saber doesn't move when Ilya nears, and remains facing the silver-haired girl with her hands hung at her sides in a neutral position.
"..You're here, but I am fairly certain from what the brochure and others have told me so far, that there is no Holy Grail nor War here. Would you confirm that for me?"

"No, the Greater Grail doesn't exist here. And there isn't any fighting, although there does seem to be some kind of emergency." She says this a little nonchalantly, although it's not because she doesn't really care. It's not going to be easy to persuade Saber, especially since they weren't exactly friends.
Rather, they were out to kill each other at some point, but that's another thing altogether.
"I guess it's up to you whether you want to believe me or not."
