Forget the rest of the so-called villains. Their ideas of villainry just don't mesh with Laharl's--all that nonsense about distracting the heroes and tiptoeing their way around a good fight.
Laharl is a demon. He enjoys overpowering others more than outwitting them or outmaneuvering them. And it's difficult (and not much fun) to convince anyone of how strong you are without a good demonstration. He doesn't know what foolish mortal summoned him to this world, but since they haven't done a very good job of binding him to any contract, it's high time to exert his own will on the city.
The self-proclaimed Lord of Terror can be found robbing one of Vatheon's largest, finest (and newest) jewelers in broad daylight (well, maybe the more later stages of daylight; he still can't be bothered to wake early). After frightening them into submission with a show of literal fire power, he's enlisted the staff and customers to clean the cases for him. This isn't only about getting loot that isn't wads of paper, it's about recruiting minions. The grin on his face is about as far from friendly as it gets, and he's eagerly anticipating that one of those heroes will show up any minute now.
"See? Everyone cooperates and I might just spare you any unsightly burns."

Shiro is no superhero. He hadn't gone by that title for some years now. In fact, he wasn't even wearing a costume or anything: he had just been out shopping and had seen Laharl committing a crime.
Laharl looks way too young to be involved in criminal activity, so Shiro figures he can talk the kid down without getting any superheroes involved. He has a lot of experience with villains, so he's hoping he can stop this with words alone.

Laharl turns his grin on the man, displaying his fangs. He doesn't look like any kind of hero, which is a bit of a disappointment, but he can always use another slave.
"There're still cases left to be emptied, so you better make yourself useful, old man."

"I'm not a kid, and I'm taking it because it's worth something." He unfolded his arms and called up a fireball in one hand. "You might want to reconsider sitting this one out."

With that in mind, he decided to try to trick Laharl. "At least then you wouldn't have to worry about all those tracking devices in the jewelry."

Shiro glances over at the store workers, then back at Laharl. He's wondering if maybe he can distract Laharl long enough for the workers to get away safely.

Laharl may be cocky, but he can also be observant. He notices the glance, and with a jerk of his hand, the fire extends into a whip, cracking at Shiro's feet. "Leave the heroics to them, old man."

What he's doing going into a jewelery store without minions isn't exactly clear, but he doesn't seem too put out to find the place being ransacked when he comes in.

Disciple had been passing by the jewelry store on her to the local library where she was due for her day shift. She had the horns typical of her race, one of many that resided her in the city. She looked particularly meek and unassuming for one of her race, rather short too. She clutched a book in her hands as she awkwardly makes her way into the front door of the store being robbed.
She did not know why she was doing this. She just wanted to go about her normal life as a librarian, but she was being spurred on by the voice in the back of her head. Long ago, a terrible thing had happened to her, and a powerful spirit of nature, one known as the Huntress, made itself known to her. It offered her a deal, as a result she has become its reluctant host.
-This demonic thing is not of our world, Cub. Do not let it continue to harm the weak. Step in there and protect them. Or I will.-
The voice in her head urged her forward as she enters, and in a booming, heroic voice voice she murmurs "P-please stop stealing, mister."

-You made the deal, because you need me, meek thing. Give me control and I will show this demon his way home.
The Troll visibly shakes her head in response to the voice driving her onward, and then realizes she is still quite in danger. The demon in front of her was the real deal.
"Y-yes. You should know that... a normal person, when pushed can be capable of startling feats of strength due to release of adrenaline and other bodily chemicals. Stop stealing and... turn yourself in. Please." She says sounding wholly uncertain.
The voice in her head just sighs in exasperation.

-Call on my strength, Troll. I will show him the very meaning of the word! Raawwrrggg! This arrogant Impling needs to be shown his place!-
Disciple blanches a little at the Huntress' mounting anger, but refuses to cede control. There had to be a way of getting the demon to stop, right?
"Not... N-not a threat, no. A warning... maybe. It... I uhhh... Wouldn't want anyone to get hurt."

"I know what he said, but I didn't think he'd go that far. Those poor people, yet, I can't do anything to help them." She said as it only took her about a minute to realize maybe trying to find a phone and calling the police, might help. "Phone, phone." She said as she started to look in her bag for her starfish. Maybe it could be used to call for help, but when she looked. It wasn't there, causing the young girl to panic even more.
"I must of left it at home." So with that going on, all Tohru could do for now was panic and generally have no idea what to do next.
