he fancies his tea outside; and in vatheon, he likes it where he can possibly bother some interesting fellow he might meet passing by— the plaza was the highest source of traffic, after all.

so yes, presently he is popping sugar cubes into his mouth looking rather content; while not looking at the crowd per se, he's actually entirely aware of the goings on around him— appearances can be deceiving! ]
