[ break has an addiction to tea, only rivaled (and overruled) by his affinity for sweets. so it's not an odd or rare thing for break to be treating himself to teatime smack dab in the middle of the plaza with a teapot on his head because that's just how he rolls.

he fancies his tea outside; and in vatheon, he likes it where he can possibly bother some interesting fellow he might meet passing by— the plaza was the highest source of traffic, after all.
