Who: Roy Mustang & Anyone else.
What: The colonel returns to the city, though the landing leaves much to be desired.
When: Late Afternoon/Early Evening on the 5th of July.

Roy wasn't entirely certain just what he actually expected upon being thrown out of that pure white space, via the Gate. But landing in a body of water in a pitch dark location likely wasn't on the expected list. Getting to the surface was a relatively simple matter, unfortunately he had no way to tell which direction to go to get out of the water, provided there was actually an end to the water in the first place.
So Vatheon, which of you good good samaritan's will help the poor man out of the water?

Perhaps he could get some answers while answering questions. Thus it might possibly benefit him to answer the next question sure to be out of Kimblee's mouth, What happened?

A taboo to many alchemists, but it's strictly forbidden for the ones under the State. Another thing, many people say that Homunculi don't exist--are you certain that's what it was? While I'm willing to believe someone, ah... forced you into performing the transmutation...

Though really, Lieutenant, you should already know why we're fighting Bradley. You were there when they forced me into doing the Human Transmutation. I should be asking you why you're here and not with the others.

It wasn't hard for him to finally start putting things together. If people could show up from a set point in time, then it'd make sense if they could resume time if they were relieved from the clutches of this city--if he was on the right track, anyhow. If anything it was food for thought and something to bring up to the city when he didn't have anything special to do. Roy kept calling Hawkeye a Lieutenant, but she was a Cadet.
She also kept referring to himself as a Major when he hasn't been part of the military for several years. She has no idea of the time he spent in prison yet.

I have to agree with her. She's been here since I arrived and I've been keeping an eye on her... injuries to make sure she didn't push herself too hard. You yourself told me that both you and the young lady have been here for a month when I arrived a few days ago. [He paused to study Riza for a moment. It was quiet, but he could've sworn he picked up on 'over a week ago'. Something wasn't adding up right in his head.]
But... Regardless of the time we've spent here, this is Vatheon. I remember you telling me that there was no 'apparent' way out so we're all stuck here for some time.
