[ Arriving in Vatheon was quite a surprise for Wilhelm, well as much as things can surprise him at any rate. Based on what he had learned and what he had observed before he was 'pulled' here, he had come to one conclusion.

Chaos had failed. Humans, had failed.

No matter what the brochure he procured said, he was positive all of this was the result of the Eternal Recurrence and the anomaly that had happened this cycle. But it didn't matter much, it would all come to order, it was all left for him to correct.

The first step was something he had much experience with: watching and observing. This universe wasn't his that much was true, he had learned so much after trying to come in contact with Vatheon. He had to learn all about this place and its people as he could.

So that's where he was, in the plaza, just observing the citizens of Vatheon as they go about their day. He won't even bother to try to blend in, to try to be inconspicuous, but it may be slightly harder to notice him than your character would think. ]

[Cielo makes an effort to cross the Plaza at least once a day during the last days of the month. As a result of his frequent rounds of the city, Cielo has gotten to recognize many people in Vatheon's population, even if he doesn't know many of them by name. It makes it easy for him to identify newcomers.

That and the they arrive sopping wet and many with bewildered looks on their faces.

Still, he almost doesn't notice Wilhelm at first and it takes a second look for him to find him. When he does, he puts on a smile and approaches the stranger.]

[His tone is cordial, but perhaps just a little stiff.]

Welcome to Vatheon then, ja? I'm Cielo.

[Serph makes it a point to pass by the Plaza more frequently during the beginning and end of the month for the newcomers. He practically walks past Wilhelm on his way to the coral, though, stopping only when he's close enough to touch it. Serph's armour may look rather familiar in design to Wilhelm; Cielo had been wearing something similar.

Serph does notice Wilhelm as he's about to leave the coral, though, and pauses. Foreigners who'd been here for some time tend not to people watch much, he finds. So he approaches, expression and tone of voice neutral, and gives a nod in greeting.]

Have you recently arrived?

That seems to be quite the popular question here. [ It's not necessarily said in a snarky way, though it may sound that slightly. But yes, he is new here, this is just his way of saying it.]

Wilhelm did note that this person had the same clothing as the one before. Perhaps a welcoming group of some sort.]

[Though the reply doesn't quite answer Serph's question, if this stranger has been asked the same question (seemingly) recently, it's fairly likely he really has just arrived.]
